IS-ASCE T&DI June Luncheon: José Rios, P.E. of IDOT

In January of 2021, Mr. José Rios was appointed the Region One Engineer for the Illinois Department of Transportation, Region One in Schaumburg. As Region One Engineer, José leads approximately 1000 employees who handle high profile and multifaceted projects in a region that includes one of the largest metropolitan areas in the country, consisting of six counties, over 270 municipalities and 100 townships. The state highway system in Region One encompasses more than 2700 miles of highways and more than 1440 bridges. The overall responsibilities of the position is to operate, maintain and build a safe and efficient highway system that enhances safety and the quality of life of its users by reducing congestion and increasing mobility.

José has over 27 years of experience and has been with the Department for 25 years. José has served in several positions within the Department in Region One. These positions included In-house Design Engineer, Land Acquisition Condemnation Engineer, Land Acquisition Bureau Chief, Program Development Engineer, and Operations Engineer.

José earned his Bachelor of Science Degree in Civil Engineering from the University of Puerto Rico Mayaguez. He is a licensed Professional Engineer in the State of Illinois and served six years with the Puerto Rico Air National Guard, receiving an honorable discharge at the end of his service.
